Alcohol at Fundraising Events: Western Australian Rules

Back to all articles

Organising a fundraising event in Western Australia (WA) that includes the sale or supply of alcohol requires adherence to specific regulations to ensure compliance and the safety of all attendees. Here's a concise guide to help you navigate the necessary steps:

1. Determine the Need for a Liquor Licence

  • Sale or Supply of Alcohol: If your event involves selling or supplying alcohol, an Occasional Liquor Licence is typically required. This licence is designed for special events not covered by a permanent liquor licence, ensuring the sale of alcohol is ancillary to the event's primary purpose.

  • Exemptions: Certain small events may be exempt from requiring a licence. For instance, functions where alcohol is supplied ancillary to the event, with attendance not exceeding 100 people and alcohol service lasting no more than two continuous hours, may qualify for an exemption.

2. Application Process for an Occasional Liquor Licence

  • Submission: Applications should be lodged online via the Department of Local Government, Sport and Cultural Industries (DLGSC) portal. For regional events expecting fewer than 500 attendees, applications can be submitted in hard copy at the local courthouse. Apply here.

  • Lead Time: The required submission timeframe varies based on event size:

    • Number of patrons at the eventLodge no later than
      Up to 500 patrons14 days
      Between 501 and 5000 patrons60 days
      Over 5001 patrons90 days
  • Documentation: You may need to provide additional information, such as:

    • Council consent and landlord approval in writing.
    • Views of the local police.
    • A sketch plan outlining the event area.
    • Details of public liability insurance.
    • Information on licensed security personnel employed.

3. Compliance and Best Practices

  • Approved Manager: All events must have an approved manager responsible for overseeing the sale and supply of alcohol. This individual must hold a valid Approved Manager ID card.

  • Minors: Children are permitted in licensed areas only if supervised by a parent or legal guardian.

  • Responsible Service: Ensure all staff and volunteers involved in serving alcohol are trained in the responsible service of alcohol to prevent overconsumption and related issues.

  • Safety Measures: Develop and implement strategies to manage patron behaviour, prevent intoxication, and ensure safe transportation options are available post-event.

4. Fees

Application fees vary based on the size of the event:

  • Up to 250 patrons: $60.50
  • 251 to 500 patrons: $126.50
  • 501 to 1,000 patrons: $260.50
  • 1,001 to 5,000 patrons: $1,324.00
  • 5,001 to 10,000 patrons: $2,653.00
  • Over 10,000 patrons: $5,319.00

For comprehensive information and access to application forms, visit the Department of Local Government, Sport and Cultural Industries (DLGSC) website.

By diligently following these guidelines, your organisation can host a successful and compliant fundraising event that includes the responsible service of alcohol.
