In Queensland, raffles fall under the Charitable and Non-Profit Gaming Act 1999, managed by the Queensland Office of Liquor and Gaming Regulation (OLGR). A raffle is considered a “game of chance” with a limited number of tickets sold, and all tickets have an equal chance of winning. Examples range from small meat tray raffles to large-scale fundraising art unions. These activities are classified under four categories depending on their gross proceeds.
