Alcohol at Fundraising Events: Victorian Rules

18 January 2025

Back to all articles

Organising a fundraising event in Victoria that includes the sale or service of alcohol requires adherence to specific regulations to ensure compliance and the safety of all attendees. Here's a concise guide to help you navigate the necessary steps:

1. Determine the Need for a Liquor Licence

  • Sale of Alcohol: If your event involves selling alcohol—either directly or as part of an entry fee—a liquor licence is mandatory.

  • Supply Without Sale: Even if alcohol is provided free of charge, a licence may still be required, especially if the event is publicly advertised or held in a public space.

2. Temporary Limited Licence

For one-off or short-term events where alcohol will be supplied, a Temporary Limited Licence is appropriate. This licence authorises the licensee to supply alcohol at specific times under restricted conditions, suitable for events such as fundraisers, festivals, or community gatherings.

3. Application Process

  • Lead Time: Submit your application well in advance, allowing up to six weeks for processing. Applications must be lodged at least 14 days before small events and at least 60 days before large events. Check out the fact sheet here.

  • Documentation: Prepare necessary documents, including event details, a plan of the premises outlining the proposed licensed area, and evidence of consent from the venue owner or local council if applicable.

  • Fees: Application fees vary based on the nature and size of the event. Charitable or community events may be eligible for fee waivers or reductions.

    • Learn more about both here.

4. Compliance and Best Practices

  • Responsible Service of Alcohol (RSA): Ensure all staff and volunteers involved in serving alcohol hold current RSA certification.

  • Minors: Implement strict measures to prevent the sale or supply of alcohol to individuals under 18 years of age.

  • Safety Measures: Develop and enforce strategies to manage patron behaviour, prevent intoxication, and ensure safe transportation options are available post-event.

  • Event Registration: Consider registering your event with local authorities or Victoria Police through initiatives like Partysafe to enhance safety and compliance.

For comprehensive information and to access application forms, visit the Victorian Commission for Gambling and Liquor Regulation (VCGLR) website.

By diligently following these guidelines, your organisation can host a successful and compliant fundraising event that includes the responsible service of alcohol.
